MTW and Waiting List Public Hearing



The San Diego Housing Commission (SDHC) announces its intent to solicit public comment on its proposed Fiscal Year 2013 Moving to Work (MTW) Annual Plan effective July 1, 2012, amendment to the MTW Agreement and changes to the waiting list for the Section 8 Rental Assistance Program.

The MTW program is a U.S. Department of Housing and Urban Development (HUD) program allowing high performing housing authorities to make program and policy changes to (1) increase the housing choices of low-income families, (2) help residents achieve self-sufficiency, and (3) increase the cost effectiveness of federal housing programs.

As an MTW participant, SDHC is required to develop an MTW Annual Plan outlining and identifying policies the housing authority plans to change and programs possibly implemented during the coming year.

SDHC is soliciting public comment on the program and policy changes being considered for Fiscal Year 2013 (July 1, 2012 through June 30, 2013). Examples of the program and policy changes being considered include: A housing program designed for homeless veterans changes to the VASH voucher program administration, and further rental assistance calculation streamlining.

The proposed Amendment to the MTW Agreement will amend the requirements regarding providing tenant-based vouchers/public housing units to those exiting SDHC transitional housing programs. The waiting list preference proposal will update two of the numbered categories related to the local preferences ranked one and three.  The proposed waiting list changes are listed below:

Within each of the following numbered categories, applicants will be served by date and time of application.

1) Applicants who live and/or work in the City of San Diego and who are families of two or more people or single persons who are disabled or age 62 or older, or veterans, or active U.S. Service Person or a homeless person with a disability

2) Other applicants who live and/or work in the City of San Diego

3) Applicants who do not live and/or work in the City of San Diego and who are families of two or more people or single persons who are disabled or age 62 or older, or veterans, or active U.S. Service Person or a homeless person with a disability

4) Other applicants who do not live and/or work in the City San Diego

The proposed change is a  revision of local preferences #1 and #3 which will affect eligibility to the Section 8 program:

1) Applicants who live and/or work in the City of San Diego and who are families of two or more people that include a dependent or single persons who are disabled or age 62 or older, or veterans,  or active U.S. Service Person or a homeless person with a disability

2) Applicants who do not live and/or work in the City of San Diego and who are families of two or more people that include a dependent or single persons who are disabled or age 62 or older, or veterans, or active U.S. Service Person or a homeless person with a disability

Interested persons are invited to view the MTW proposals on the SDHC website beginning February 3, 2012. SDHC will hold a Public Hearing to receive and review comments regarding the draft MTW proposal on Tuesday, February 21, 2012 at 9:30 a.m. at the SDHC Achievement Academy located at 1122 Broadway.
