Groundbreaking: 42 Affordable Apartments for Veterans with Very Low Income or Experiencing Homelessness


The San Diego Housing Commission awarded a loan and housing vouchers to support the Tranquility at Post 310 development


SAN DIEGO, CA — Veterans with very low income or experiencing homelessness will have additional opportunities for affordable rental homes upon the completion of Tranquility at Post 310, a development in collaboration with the San Diego Housing Commission (SDHC) that celebrated its groundbreaking today in Chollas View.

“We need action and assistance for our most vulnerable communities, especially those who have selflessly served in our armed forces,” said Council President pro Tem Monica Montgomery Steppe, whose Council district includes the Post 310 Apartments site. “These 42 affordable units will reflect genuine gratitude for our Veterans and reiterate a commitment to addressing the housing crisis in San Diego.”

The new affordable rental apartments for Veterans will be built in conjunction with the construction of a new American Legion Hall on the property.

SDHC awarded a loan of up to $2,883,000 toward the development of Tranquility at Post 310. SDHC’s loan funds can only be used for the affordable housing component of the development, not the American Legion Hall. In addition, SDHC awarded 20 federal rental vouchers to help pay rent for Post 310 residents who previously experienced homelessness, who will receive supportive services.

“Tranquility at Post 310 is a great example of the San Diego Housing Commission’s continuing collaborations with developers to address the housing shortage in San Diego,” SDHC Interim President and Chief Executive Officer Jeff Davis said. “These new units will make a positive difference in the lives of 42 Veterans and their families.”

Developed by Hitzke Development Corporation and Housing Innovation Partners, the rental apartments at Tranquility at Post 310 will remain affordable for 55 years. The development will consist of 20 one-bedroom apartments affordable to households earning up to 30 percent of San Diego’s Area Median Income (AMI), currently $31,250 per year for a two-person household. Another 13 one-bedroom units will be affordable for income up to 50 percent of AMI, or $52,050 for a two-person household. Eight one-bedroom units will be affordable for income up to 60 percent of AMI, or $62,460 for a two-person household. One three-bedroom unit will be affordable for income up to 50 percent of AMI, or $65,050 for a four-person household.

Housing Innovation Partners will act as the lead service provider for the Tranquility at Post 310, providing resident services for all tenants and case management for Veterans with low income who are not experiencing homelessness. A provider selected by County of San Diego Behavioral Health Services serve residents of 10 units supported by Mental Health Services Act funding for Veterans experiencing homelessness. The U.S. Department of Veterans Affairs San Diego Healthcare System will provide services residents of 10 units supported by the VASH program. All tenants will also be eligible to join the American Legion Hall to gain access to the services provided by American Legion staff.

The development is on 47th Street in San Diego’s Chollas View neighborhood, east of Interstate 805 and within walking distance of San Diego Metropolitan Transit System bus routes and the 47th Street Trolley Station.

Site amenities include a community room, which will have computers and internet access, on-site laundry, manager and leasing office, and bicycle parking.

The development is expected to be completed in spring 2024.
