Public Policy Strategist and Labor Leader Appointed To San Diego Housing Commission Board


San Diego City Council confirms Mayor Kevin L. Faulconer’s appointments


SAN DIEGO, CA — Ryan Clumpner, a public policy and communications professional, and Johanna Hester, a labor leader, have been appointed to the San Diego Housing Commission (SDHC) Board of Commissioners.

The San Diego City Council today unanimously confirmed Mayor Kevin L. Faulconer’s appointments. Clumpner fills the seat previously held by Commissioner Ben Moraga, and Hester fills the seat previously held by Vice Chair Dorothy Surdi.

The SDHC Board reviews proposed housing policy, property acquisitions, operating budget and other agency financial commitments. The Board also offers policy guidance to Housing Commission staff through its communications with President & Chief Executive Officer Richard C. Gentry.

“The experience of these new Commissioners is a welcome addition to our Board as we make decisions about affordable housing, housing affordability, and homelessness, and how to best allocate our limited resources to help San Diegans with low income. I look forward to working with them,” said SDHC Chairman of the Board Frank Urtasun.

A Mission Hills resident in San Diego City Council District 3, Clumpner has worked in public policy and communications for 15 years. He has held a variety of positions, including Chief of Staff, for elected officials in the California State Assembly and the San Diego City Council.

In 2016, he launched a boutique consultancy business, focused on providing strategic advice to business associations and ballot measure campaigns.

Clumpner also has worked for a national public affairs consulting agency, handling public outreach and communications for candidates and ballot measures across the country at all levels of government, from small municipalities to statewide.

Hester, the Assistant Executive Director of the United Domestic Workers of America/ American Federation of State, County and Municipal Employees (AFCSME) Local 3930, resides in Scripps Ranch, in San Diego City Council District 5, and throughout her career has helped thousands of working people gain a livable wage and rights in the workplace.

In addition, she helped lead negotiations that assisted displaced residents of Penasquitos Village to obtain resources.

She also serves as Vice President of AFCSME International and 2nd Vice President for the Asian Pacific American Labor Alliance, a national organization of Asian Pacific Americans organizing to advance worker, immigrant, and civil rights.

Her experience includes serving as lead organizer at AFSCME International in Washington, D.C., and an organizer for a Service Employees International Union local in Oakland, California.

Clumpner’s and Hester’s terms on the Board will expire on January 2, 2022.
