HAR19-004  Approval of Contract renewal between San Diego Housing Commission and Mental Health Systems (MHS) to operate the City of San Diego’s Transitional Storage Center, Currently known as the Storage Connect Center, at 116 South 20th Street, San Diego, California 92113

Amendment: Approve staff’s recommendation and amend the storage facility’s inactive bin policy from closing a bin after 90 days of inactivity to 60 days of inactivity to better match the utilization data provided.  The contractor shall retain the abandoned items for a total of 90 days from the client’s last check in.

Prior to execution of the third amendment to the agreement with MHS, the City Council or Land Use & Housing Committee shall receive a proposed plan with community feedback for a new transitional storage facility site to serve individuals experiencing homelessness that will open for operation in the first quarter of Fiscal Year 2020.

Request to staff:

  • Receive a report back to the City Council or Land Use & Housing Committee no later than 60 days with an update on efforts to locate, secure, and open transitional storage centers in addition to the center operated by Think Dignity, the center operated by Mental Health Systems at 116 20th Street, and the center referenced above.
  • Permit the San Diego Housing Commission to collect from the Contractor additional client-level data, such as who is being served and where people are sleeping the night before. Receive a report back to the City Council or Land Use & Housing Committee no later than 60 days with an update on gathering additional client-level data.
