Coastal Zone Affordable Housing

Developments in the City of San Diego’s “coastal overlay zone” are required to comply with State Coastal Commission and local regulations to preserve residential units occupied by low- and moderate-income families.

In general, the law requires one-for-one replacement if affordable units are demolished or converted to another use.

The developer also has the option to pay an in-lieu fee to the City of San Diego Housing Trust Fund, which is part of the Affordable Housing Fund.
