City of San Diego Small Business Relief Fund

The City of San Diego has established a Small Business Relief Fund to help businesses impacted by COVID-19 retain employees and sustain continuity of operations. For more information: https://www.sandiego.gov/economic-development/resources/relief

Register as a Vendor

SDHC Vendor Portal Registration/Login

Businesses, social service providers, nonprofit organizations and other organizations interested in assisting with essential San Diego Housing Commission (SDHC) operations and services are encouraged to register on the SDHC Vendor Portal.

Effective January 1, 2018, PlanetBids is the online management system for SDHC’s Vendor Portal.

Registration on the SDHC Vendor Portal is not required to do business with SDHC, however it is necessary in order for vendors to download and be notified about SDHC bid opportunities.

Even if a vendor is already registered with a different organization’s PlanetBids account, the vendor will not be able to download or be notified about SDHC bid opportunities unless they register on the SDHC Vendor Portal.

SDHC Vendor Portal Benefits

  • Automatic notification of bid opportunities;
  • The ability to download bid documents directly from the Internet;
  • Automatic notification of addenda; and
  • Access to bidding information 24 hours per day and 7 days a week

Insurance Requirements

In order to do business with SDHC, contractors and subcontractors are required to maintain insurance against claims for injuries to individuals or damages to property for the duration of the contract.

Designated Certificate Holder

The Certificate Holder section of the Association for Cooperative Operations Research and Development (ACORD) certificate must read:

$1,000,000 per occurrence / $1,000,000 aggregate

Professional Liability (Errors & Omission)

Workers Compensation and Employer’s Liability

$1,000,000

Written Endorsements

  • Waiver of Subrogation Endorsement for Workers Compensation policies
  • Additional Insured Endorsement for General Liability, listing “San Diego Housing Commission, Housing Authority of the City of San Diego, and City of San Diego, their Commissioners, officers and employees” as additional insureds or “as per written contract”
  • Primary Non-Contributory Endorsement for General Liability
  • 30-day cancellation notice endorsement(all policies)

Construction Contractor Prequalification

Prospective SDHC business partners can complete an online application on PlanetBids to become SDHC Prequalified Construction Contractors.

Prequalified Construction Contractors are eligible to bid on SDHC projects up to the amount for which they are approved for a two-year term. Prequalification must be renewed prior to the expiration of the two-year term.

All Construction Contractors will be required to be prequalified on PlanetBids to bid on SDHC contracting opportunities.

To become an SDHC Prequalified Construction Contractor, you must be registered for SDHC’s Vendor Portal on PlanetBids – Click Here.

Please note that if you have not done so, you must register with SDHC’s Vendor Portal on PlanetBids to download or be notified about SDHC bid opportunities – even if you already are registered with another public agency that uses PlanetBids, or previously have accessed SDHC solicitations through the City of San Diego’s PlanetBids portal.

However, if you are currently a prequalified construction contractor for the City of San Diego, the prequalification application for SDHC is shorter.

Appeal Process

Anyone who is notified by the San Diego Housing Commission that their Construction Contractor Prequalification application has been denied or suspended has the right to file an appeal of the decision within five (5) business days from the date of the Notification Letter.
