The San Diego Housing Commission (SDHC) administers the City of San Diego’s Affordable Housing Fund, which consists primarily of two permanent, renewable sources of funds:
- Inclusionary Housing Fund (IHF), which is funded from fees charged to residential development; and
- Housing Trust Fund (HTF), which is funded from fees charged to commercial development.
The city’s Affordable Housing Fund Ordinance (Municipal Code Section 98.0513) requires the San Diego Housing Commission (SDHC) to adopt an Annual Plan for the use of the Affordable Housing Fund revenues.
The ordinance also sets the parameters for the distribution of those projected revenues.
In addition, the ordinance requires an annual report on Affordable Housing Fund activities.
SDHC is currently collecting public comments on the Fiscal Year 2025 Affordable Housing Fund Annual Plan. Using the link below, community members may provide public comments on how funds would be best invested in the upcoming fiscal year. These funds are generally flexible in how they are used; however, they must go toward serving the housing needs of the City’s very low-, low-, and median-income households. Funds have supported activities and projects such as creating affordable housing developments, developing Accessory Dwelling Units as affordable housing, middle-Income homeownership programs, and homelessness solutions, including prevention and diversion and rapid rehousing, throughout the City of San Diego. Relevant public comments will be included in the Fiscal Year 2025 Affordable Housing Fund Annual Plan, which will be presented to the City Council for consideration in June2024.

- Torrey Hills – Tuesday, February 20, 2024, 6:30 p.m. at the Ocean Air Recreation Center, 4770 Fairport Way, San Diego, CA 92130
- San Pasqual – Thursday, March 14, 2024, 7 p.m. at the San Diego Safari Park, 15500 San Pasqual Valley Road, Escondido, CA 92027
