Leadership Excellence
For their outstanding leadership as Chairmen of the SDHC Board of Commissioners, Gary A. Gramling and Sal Salas each received the Elizabeth B. Wells Memorial Award (Wells Award) from the National Association of Housing and Redevelopment Officials (NAHRO).
Mr. Gramling served on the Board for eight years (2009 – 2017), including seven as Chairman. He received the Wells Award in 2016. He was instrumental in the development of SDHC’s agency-wide Strategic Plans, which led to the creation of the agency’s award-winning housing affordability reports and the HOUSING FIRST – SAN DIEGO homelessness action plan.
Mr. Salas also served on the Board for eight years (2001 – 2009), including seven as Chairman. He received the Wells award in 2009. He led the Board when SDHC reached a landmark agreement with HUD to transfer ownership and operating authority for 1,366 public housing units to SDHC—the largest public housing conversion at the time.
NAHRO’s Wells Award honors a Commissioner “who has demonstrated excellence in advocating for and developing the financial, political, and community support necessary to ensure the continuation and expansion of housing or community development programs.”
