Community Development Block Grants Overview Community Development Block Grants (CDBG) are federal economic development funds allocated locally by the City of San Diego. (The Housing Commission administers CDBG funds that are related to affordable housing, but all CDBG funds are issued through the city.) Purpose The primary purpose of the CDBG program is to improve communities by providing decent housing, a suitable living environment, and expanding economic opportunities for lower-income populations. To be eligible for CDBG funding, projects must either benefit low-income persons or help revitalize communities - for example, by creating community programs and services, enhancing public spaces, and/or preventing or eliminating blight. The formulas for distributing CDBG funds are based on the most recent federal census reports concerning the level of substandard housing conditions that need to be addressed and the number of individuals living below poverty level. In other words, the amount of CDBG money a community receives depends on how many low-income people live there and the condition of the housing. Funding applications The application process for CDBG funding starts each December. Interested parties need to apply through the City of San Diego. Background Community Development Block Grant (CDBG) funds are allocated by the federal government to every city with more than 50,000 people and to every county with at least 200,000 people. In addition, each state gets money to distribute to its small towns and rural counties. Since 1975, about $82 billion has been allocated (about $4.2 billion annually).
