<span>Moving Forward - Choice Communities</span><br>The Choice Communities program helps rental assistance families move to better neighborhoods take advantage of better employment and education opportunities.<span>Moving Forward - Home of Your Own</span><br>The Home of Your Own program allows Housing Choice Voucher participants to apply their housing assistance payments toward a mortgage.<span>Moving Forward - Streamlined Regulations</span><br>The Moving Forward program allows rental units that consistently pass their annual inspections to skip a year between re-inspections.
 

Moving to Work

On January 14, 2009, the San Diego Housing Commission (SDHC) was reinstated as a Moving to Work (MTW) Agency. Known locally as Moving Forward, the MTW demonstration program allows public housing authorities (PHAs) to design and test various approaches for providing and administering housing assistance. The Department of Housing and Urban Development’s (HUD) three main objectives of the program are to:

  • Reduce cost and achieve greater cost effectiveness in Federal expenditures;
  • Give incentives to families with children where the head of household is working, seeking work, or is preparing for work by participating in job training, educational programs, or programs that assist people to obtain employment and become economically self sufficient; and
  • Increase housing choices for low-income families.

SDHC’s Moving Forward status provides the flexibility to develop local approaches to meet San Diego’s housing needs. With the opportunities MTW presents, SDHC is confident it can transform the present public housing authority model from one that assists individual families, without respect to their particular needs and goals, to becoming a driving force for a more expansive vision; one of community development.

MTW Plans and Reports are prepared and submitted to HUD on an annual basis. The plans describe initiatives to be implemented over the next fiscal year; the reports give an accounting of activities put into action over the previous fiscal year.
