HELP Loan Program

The Housing Enhancement Loan Program (HELP) was created to help low-income homeowners reduce blight by providing exterior enhancements to their properites and encouraging water and energy conservation improvements to their homes.

The program offers 10-year forgivable loans for interior and exterior improvements, including landscaping.

The program is targeted toward homeowners in the following redevelopment areas: City Heights, College Grove, Crossroads, Grantville, Linda Vista, North Park, San Ysidro and Southeastern San Diego.

HELP is administered by the San Diego Housing Commission (SDHC) on behalf of the Redevelopment Agency.

Note: On February 1, 2012, the City Redevelopment Agency was dissolved and funding for the HELP program was curtailed. Limited carry over funds are available in some targeted areas only. For more information, call (619)578-7521.
