CEO Search Process

On January 15, 2008, Elizabeth C. Morris retired as President & Chief Executive Officer of the San Diego Housing Commission after 28 years of service with the agency. (See news release and Morris’ retirement letter.) Effective January 15, 2008, the San Diego Housing Authority appointed Carrol Vaughan as Interim President & CEO.

Search Process
As the President & CEO position is under contract with the San Diego Housing Authority (San Diego City Council), the Council President as the Housing Authority Chair is guiding the process of selecting a new President & CEO. As such, the Council President established a multi-step process:

  •       that the Housing Commission engage an executive search firm to conduct a nationwide search for a new President & CEO. As provided under current procurement regulations, a solicitation was conducted and Roberts Consulting Group was retained.

  •       that a Stakeholder Needs Assessment be conducted to identify the skills and competencies needed of the next President & CEO and that the executive search firm use this data to develop a job description. The Needs Assessment, which was conducted by the Centre for Organization Effectiveness, gathered input from a wide range of stakeholders impacted by and involved in the Housing Commission’s work.

  •       that a Review Team receive the Needs Assessment, work with the executive search firm to finalize the job description, oversee the national search, and make preliminary recommendations regarding candidates for the position. The Review Team is comprised of two Councilmembers, two Housing Commissioners, and one Mayoral representative.

Status
The recruitment closed on April 28, 2008. As currently anticipated, the Review Team will conduct first-round interviews in July and will forward candidate recommendations to the San Diego Housing Authority (Council) for final interviews in late July.
